Only if your parents insurance policy allowed the car to be added, and they added it. It would need tags in which ever state you are a resident. If you are paying out of state tuition, you can register it in Washington, if you are paying in state tuition, you are a resident of Alabama and would need to be registered and insured there.

OOPS he is notthe first or the last to do this. It is possible that he may be covered by two insurances and they will share it out between themselves.
