I am now past that in life, my girls are 18 and 22. Point is that in California there are restrictions for the first year you have a license. No one under 25 allowed in the car, or at least one person over 25.
Now, having to drive our daughters to and from school, forming insane car pools (Kids get out at different times as they are in different sports). Getting the kids cars at 16 was great. No friends in the car, to and from school and to and from work.
As I told both my daughters at different ages, once they turn 18, they are free, but the car can (and did) get grounded.

Aside from the "he was" which people have mentioned. I'd also say don't spill it all out in one paragraph, and definately not the first, let the reader discover your character as they go along.

Public assistance, welfare, Department of Social Services, WIC; these agencies will help you with prenatal care, food for you and the baby, job training (Welfare to Work programs), they will help you get child support. You can get assistance with transportation to the prenatal doctor visits. You need to go apply for all of this now, so you can get the proper prenatal care and also get the red tape rolling for child support. Don't quit your job unless the doctor tells you to stop working. If you plan to breastfeed, contact La Leche, they give you free information and support. WIC gives you vouchers for food and baby formula while you are pregnant and for a few months after birth. Welfare to Work programs train you for employment, teach you how to look for employment, and help you put together a resume. You can get assistance for day care. You need to get started on this stuff before the pregnancy makes you too tired to bother.

Has she seen a doctor who recommends breast reduction surgery? That would be the first step. There are resources out there to see a doctor. All the links I mention are collected below in the “Sources” section. She might want to contact her state insurance department and see if there are any state-sponsored programs that she might be eligible for. She might be able to get Medicaid since she is on her own, although she might be too young. You can try a free clinic, a local university that has a school of medicine and a medical center, or the county health department. Also, does her school have a health plan? That would probably be less expensive than private insurance, although I’m not sure again about the surgery. You might also check out Needy Meds, a clearinghouse for information about state, federal, and local health care organizations.

There are health plans out there tailored for people her age. They can run as low as $50 a month and some have dental and vision included. The deductibles will be quite high for a surgery, but they provide preventive care and routine doctor visits at a very low price. Check out MostChoice.com for information about health plans in her area. It’s also an easy way to get in touch with local insurance agents. You can tell them what you need and send them out to do the legwork for you. Talking with more than one agent increases competition as well as offering you a better view of the local health care market.
