I don't know what state you live in but here in California there is a vehicle code section 22350 that states no vehicle shall drive faster than the prevailing conditions allow. In other words if the conditions were a white out and you could not see the road then the safe speed would have been 0 mph. If you are driving down a freeway and there is a refrigerator in one of the lanes that is standing still then you should be able to avoid it if your looking far enough down the road. If you hit it it would be your fault. Unfortunately your mentality of not wanting to stop in the road so as someone would not hit you from the rear is smart, but if you cant see then you cant see and the safe speed is 0 mph. You should of pulled to the shoulder and waited. For the most part law enforcement does not issue tickets in a crash unless there was alcohol or drugs involved or it was considered extreme reckless driving. They for the most part consider accidents punishment enough.

On a separate note, you might have compliance problems with the first idea that you had. It might not literally be true that you could insure all vehicles.
