Sure it can, but why would you want to? You can't collect twice, and a personal auto policy isn't EVER going to cover a car with a taxi plate. You'd be lying on the application - which voids the coverage.

You can switch to another company, but if you want to keep your filing, you have to buy the new insurance before you cancel the old insurance.

See, right now, you have your rate locked in for the year. When you get the new policy, it will be more, because it will include the surcharge for this accident you just had. So switching now, means you pay MORE.
