You can go ahead and file the report with the information you have, you can fill in the other information later. Since it is after the fact, the police won't really be able to give any opinion as to who was at fault unless both parties have the same story, so the report may not really be of any help to you.
Call the kid and tell him that you will not even entertain paying for his damage, as he was at fault, and that you will be filing a police report, so he should expect the cops to be contacting him for his side of the story.
I would not get your insurance company involved unless he forces you to. Even though the accident was not your fault, it could still affect your rate if you make a claim on it. He will have to either file a claim through his insurance (which will not pay him if he only has liability, and therefore not come after you for the money) or he will have to get a lawyer and sue you for the money, and he will most likely lose.
You were very nice to not make him pay for your van, and he needs to back off before you change your mind about it, since his liability coverage would pay for your damage.

If you aren't convinced that you owe the money then don't pay. A ticket for no insurance may have been issued at some point and you may have failed to appear and the court may have imposed a fine, but then again maybe not. There are scams in this world. If the cause goes to court, they will have to prove the existence of the debt to the court. If they refuse to prove it to you, then don't pay until it is proved to the court and the court orders you to pay.

BTW, you are not at fault for the accident and should not agree to pay. When someone hits your rear, even after you stop suddenly, they are at fault for following too closely. They are supposed to be far enough behind that they can stop if you suddenly stop.

the police report is the 'Holy Grail' that the insurance carriers must
go by- unless the Court is involved. Then the judges' decision is
paramount. You did well to file this with the state agency.However,
the case shall proceede at bureau speed.
As a rule, most insurance companies send engineers out to measure
skid-marks in order to determine the speeds of the vehicles
involved. Near the same happened to my wife, the police report plus
the engineers' math saved the day and our coverage!

It means that if you went to the hearing and the judge ruled in your favor, that you were not screwing over the landlord the record of the process can not be public record. It is only public record, and on your credit report if it was deemed that you in fact illegally occupied property not belonging to you.

It sounds like you did keep the landlord income for your own use, so this should be on your credit report to warn other people of what kind of things you are capable of.

It will remain on your credit for 10 years, in the mean time you will have to rent in neghborhoods with other people you. The landlords in the ghettos will not care.

some of the drug companies have programs to help, be sure you give them an accurate description of your income and medical expenses plus the number of family members, the nurses at your doctors office usually have these forms if not try contacting the companies them self you can usually find this info online. i know around here catholic social services, united way help and you may be able to find a list on the national ms foundation site. good luck
