You are likely going to get a ton of people telling you the answer is "false". They are wrong and just making un-informed assumptions.

The answer is TRUE.

People who are not in the claims business make this mistake every day.

No Fault or PIP refers to the fact that no matter who is at-fault, your own insurance company has to pay your medical bills, if any.

MI has a weird system that applied the same principle to car damages, but they are the ONLY state to do this.

To answer your initial question, I think NOT. The incident you describe is a good example of why I think not.

This scheme was supposed to make things easier for injured people, because they would get the money right away from their own insurance company, who could then fight it out with the other one, and the injured person would not have to wait around for lawsuits to be settled. In practice, it has made people's insurance premiums higher.

There is a good possibility that whoever owns the insurance policy that gets tapped here will see an increase in premiums, even though they were not involved in the accident in any way.
