The best thing I can recommend is get out the door and find some customers. Go to Realtor meetings and get to know the movers and shakers in the area. Same for loan officer meetings, bank loan officer meetings, chamber of commerce, local real estate investors groups etc. Offer to do seminars on insurance. Bring donuts; they'll go a long way.
Also, look into joining or starting a leads based group. Where I'm at we have AMSPIRIT. Find what's in your area, team with local sales professionals and trade leads. An active group can generate lots of business.
If you're sitting in an office talking on the phone, you're only marginally better than some 800 number or a web site. Go out, meet the people and SHOW them your value.

The rates are not negotiable nor will they vary going through another agent, an association, or the chamber. The plans are still individual plans going through an association and the chamber; they are not group plans although some associations advertise them as such.

EDIT for additional details - The laws are similar across the U.S. other than for some state mandated coverage with group policies.

Group quotes can get tricky. Generally, however, the premium will be the same for the same policy no matter who you go through if the group is less than 99 employees. If there is any difference in premium it is either because they are quoting a plan that has different benefits or they are using different information on the census to get a quote. If it is a larger group you may be going through a group benefits administrator. In this case the administrator will tack on extra cost which covers their costs. Also, with a larger group the insurance company can tailor the plan to suit the employer so the person quoting may be quoting different benefits in the plan.

What grounds did you appeal on? Usually, in cases like this, you can appeal to the insurer on the grounds that you did everything within your power to stay "in network" - hospital, surgeon, etc. - but that you have no control over the in-network hospital's choice of nursing staff, anesthesiologist, etc. Therefore, you want the claim reprocessed as "in network."

We don't know for sure. They have a big budget, so it helps. But almost always, a new site comes up and overtakes the old one.

But if you have a business, I think it is worth using it now while it is hot.
