Let me answer this one GI to another...When you get a car in the military, there are three items that make the car legal: 1. Your Driver's License, 2. Your Registration, 3. Your Auto Insurance. Two out of the three of them have to be from the same state. Since your home of record is in MI, I would recommend that you keep your MI Driver's License and also register the car in MI. I would strongly recommend that you get your insurance in VA since each state has their own individual insurance requirements. You will be legal this way as long as you are active duty.

In order to get insurance, it will be possible to do that online; I would recommend Geico, since they originally started out as Government Employees Insurance COmpany. Go to geico.com and you will be able to insure the vehicle online.

To register the vehicle you will need to go through the Secretary of State office in Lansing. Here is the website address:

No, as a matter of fact, the agency does not normally SEE a copy of the accident report.

The insurance company has to pay the police department for a copy of the report - and in my personal experience, it can take anywhere from five to fifteen business days for the police department to cough it up.

The insurance company does NOT use police reports to surcharge you. They use two things: whether or not YOUR policy had to pay out on a claim, and what the motor vehicle record says - they do get an annual copy of your driving record. The police report is irrelevant - except maybe to help determine fault in an accident, if you and the other person are giving very different stories.

If are a licensed agent (life/Health and /or Property/Casualty then all you have to do is Get contracts with different markets ( companies) to sell for.

The main thing they look for is your experience/ability to pay them ( Most companies are direct bill now days). and work history as well as recommendations from other sourses. They will require a financial Statement and credit check and Back ground check.

Once you get couple companies to license you then you get yourself a place of operations. Some business cards...company supplies...computer and do some advertising. You will need some working capital to start with since an income will not be generated for a few months.

Down the line you may need help (secretarial or a Customer service rep) since your job i s to sell.sell.sell!

HOWEVER...the best way to have an agency is to buy an existing one. If you have the resources this is the best and easiest option.

A similar thing happened to me. It was 20 years ago and in Pennsylvania, but I think it's still relevant.
At the time, my brother was a pre-law student and he told me to get an attorney. Best advice I think I ever got. I couldn't afford one so I went with our county legal aid (hope they have one in your area where the government basically gives you free counsel). This is a bigger chunk of change than I went through for sure..mine was a $578 overpayment but I was still flat broke and couldn't repay squat.
If you get an attorney (highly recommended) you may not end up owing anything to anybody. What disconcerts me is that you say they claim INTENTIONAL misleading. That could be criminal (doubt it) but you have to cover all bases.
If you stick it out alone, I'm sure you've already dealt with cold heartless unemployment bureaucrats who don't give a rat's as.s about you. They just want a box checked next to your name.
The questions you asked have no real answers anyone here could give you. Too tough to call. Swallow your pride and go to legal aid or a cheap HUNGRY lawyer ( local one man attorney is great, not those douchebags you see on TV). Sell your crap on ebay if you have to scrounge up money. One thing I've learned over time is it's better to pay $400 once to an attorney than risk paying $150/mo for 5 years to the government. You may still lose the case but you're probably outmanned against the temp agency and surely against the government.
