I like PB2u answer, in addition to something like that put something specific to the job position as well. If they advertised for an Insurance Agent mention that you are applying for that position. It makes it seem more like you prepared that resume just for them.

Go into a local insurance agency and ask if they have any openings. Before you tell them what your experience is. It is slightly possible that many insurance companies are hiring during this downturn.
Otherwise, you are just learning the downside of "online" job hunting. It is sad and frustrating that all you want is a job and all you are getting is "marketing"..

depends if you hold a producer's license (license to have your name appear and sign on a policy) vs. licensed customer service agent (license to do the bidding of a producing agent and the knowledge is almost the same but you cannot sign the policy)

Producer numbers are usually the State's license ID number and are only issued if you are licensed to be one AND if you are appointed by the agency to the insurance company then you get what is known as AGENT ID number for each insurance company

If you are a servicing, then many states say you are not eligible for commission for new or renewing policies but can be eligible for a preset bonus structure. If you are a producing agent, then it is an agreement you will have to work out with the agency via a signed contract which will most likely involve the renewing commission is only while you are employed there and a no compete contract to boot.

Employers usually require employees to have their own mode of transportation, whether it be their own vehicle (for which they MUST have proof of insurance because it's the law), or they can opt to take public transit to work if they prefer. The clients you see are most likely taking advantage of the latter.
