You would be best served by a LOCAL independent agent. Typically, an independent will have a dozen or more companies to choose from to fit your individual needs.

Just look in your local phone book for the PIA or Big I (Trusted Choice) logos and you should find a professional agent there to help you. In NJ, you also have the NJAAA - New Jersey Auto Agents Alliance headed up by John Kerry Dyke. You might google them for leads to an agent in your area.

So what's the problem with getting a NJ license now?...it may be a state law that you have to. As long as you have a Michigan license that's active, I don't think you'd have a problem.
Beware car insurance in NJ...it's always been one of the most expensive states in the country.

Your insurance company would be the best place to start. They have agreements with car rental companies that may allow you to rent from them. Enterprise may be an option - in certain circumstances they will allow rentals to 18 year olds. If you are close to the New York State border you can rent from there. Rental companies in NY are required by law to rent to 18 year olds and up. Two other companies you can try are rent a wreck and ez rental. Not sure if they have locations near you but some of their locations rent to 18 year olds.

I would also try some smaller local companies and as a last resort you could rent a truck. I believe all the truck rental places rent to 18 year olds - Penske for sure.

She should visit a local independent agent. The agent works with most of the plans available in her area and can work with her to find the best plan for her situation and budget. The plans and premiums are exactly the same whether she uses the agent of buys directly from the company. Also, if she has pre-existing conditions or is out of the height and weight guidelines she might get declined. The agent can help find a company that will accept her.
