I think the first step to identifying an expert in that field is that they can clearly identify areas that they work well in (not just "I do auto" or "I do life"). If you "do life" you are probably taking orders from someone else, whether you know it or not. I do most of my business in NC and FL and specialize in hard-to-place life and disability (foreign travel, heart attack, high risk occ, etc.) I prefer to work with people who already own insurance.

Tenure in the business, licenses, designations, staff, volume are problematic markers because they are self-reported (read: potentially made-up) and are traditional methods of determining expertise that may or may not follow. For instance, in my third year of the business, I had a gentleman who was a CLU, ChFC, MSFS of over 30 years coming to me for advice (and I recruited him). He knew something I didn't, but it wasn't about insurance. Customer review is pretty good, but they may not know how hard their case is. It's tricky to be objective on this.
