If they're here in the US, private insurance companies won't cover them (they only cover up to 65, then Medicare takes over). You should at least enroll them in SSI or Medicaid. The sooner you do it, the better. Major medical emergencies could wipe you out. You can also check with Medicare if they're eligible.

the whole thing is screamingly fake. first off, there is no $1 fee to register on the government website. 2nd, no US government website ends with usa.com. all US government websites end with .gov. 3rd. why in the world would the US government have you send money to London? it's quite happy to take your money directly. when you do officially win, you pay the embassy where the interview takes place, on the day of the interview. there is no government flight, health insurance, etc., etc., etc. this is just an excuse to take even more of your money.
