your states secretary (secretaryofstate IL.com for example) has a list of licensed LLC and corporations in their business services division. You might also want to check your city's local department of licensing. As for insurance, you have to find out if the business is legal first. I did a quick search for you and did not find any subleasing company currently licensed under the name Automotions Concepts Inc. there was 1 in IL but they are no longer in good standing.

I'm a licensed insurance agent, here are my thoughts.

If I have medical benefits through my job, why would I need your insurance? If I get hurt, my existing benefits pay my health.

If I have a homeowners or renters policy, and I hurt someone else or cause property damage, or my bike is stolen, my homeowners policy should cover this cost.

So, a lot of people will not need to insure their bicycle use specifically, but some may need to. the premium they pay would need to be very low, because their use of the bike is very limited.

Finally, most insurance exists because it is required by someone else. The state requires auto on your car, and your banmk requires insurance on your home. If there is no requirement, most people would not buy insurance. If you get this off the ground, you want to look art getting large municipalities to require insurance on bicycles for safety, then you will create a need for your product.
