This is simple:
If your budget is £1400 then get *third party only* and be very careful how you drive your nice £4000 car as if you dent it through your fault you fix it with your wallet.
That's it.
You could even get a £750 car and keep the £3250 in your wallet and when/if you dent it it won't be such a big deal.
In fact you might need to do that as your insurance might even be over 2 grand even if it's only third party.
And yeah you WILL dent it, 99.92% sure, according to general statistics.

If you are based in the UK, then Endsleigh would be a good place to check - I used to work there.

They used to do a motor policy where a student could 'freeze' a policy - they would still pay their installments, but would be able to claim this back for the next year's premium at renewal, and could still get no claims bonus in some situations.

Plus they are understanding that you'd effectively have 2 addresses, home and uni - something that some car insurance companies cannot do, and may charge you to change it everytime.
