Very likely yes. Some states say if it is motor driven by anything, then you must have both. Some states say 30 cc or more. Check with your DMV, they will be glad to tell you.

But I'm positive a Vespa must have both in all states. They are not permitted on any Interstate though.

Nothing is private from insurance companies, especially in MA, I as any insurance agent can find out everything about you from the state run registry, which is why I had the FBI and every police agency in every state I sold for check into my background. Having a criminal record can actually disqualify you from having insurance in most states depending on what it was for, good luck

yes they both have to match. when you move you have to notify the insurance company and the registration. not a problem you usually have a certain amount of days to notify both

Most states, if you cancel the insurance without replacing it first, it can get your tags cancelled as well.

Sure you can ask for a refund. How much you get back, will depend on how much you paid in, and how long you've had the policy. If you've had the policy six months, but you paid for 12 months, you can likely get five months back, but that also varies by state.

You won't get back money for time you've already used up, and you'll likely get charged a cancellation fee. Again, your agent can tell you how it works in your state.

whoever holds the title of the car is the owner of the car. The insurance should be changed to the owner's name. Once a car is sold to another person insurance under the previous owner stops (even if they never tell their insurance company).
