Neither says they are cheaper for everyone.

They each say that they are cheaper for some drivers.

They are both telling the truth. There are some drivers for whom Geico is cheaper, and there are other drivers for whom Progressive is cheaper. There is no paradox.

Insurance rates are set individually for each customer. They do not charge everyone the same price. They can each make their rates lowest for some of the drivers.
