In some communities, yes you do. So call the city inspection department, or the police department, and ask before you do it, not after.

In the city I live in, it can't sit in the back yard without having current registration, and you can't register it without insurance.

Insurance companies don't sell totaled cars to individuals they just send them to an auction that only dealers can bid on

Yes, gap insurance is definately worth it. You're not going to get anywhere near enough money to buy a replacement on just normal insurance. So if you get gap insurance, you won't be hugely out of pocket if something happens to your car.

Are you looking to purchase insurance destroyed cars from the client? Why don't you go to an auction and purchase something. If you want a flood vehicle, and want to resale it, you do know that you have to disclose that information to your buyer, correct? Not disclosing info regarding an insurance destroyed car is fraud, if you are purchasing for your self, I think I would find a more reliable way. Good luck.
