Your friend is fine as long as she doesn't buy a policy using false information.
While the act of what your friend did is not illegal, if she signed a policy and paid premium using false information in order to pay a lower rate (or even just obtain insurance), then that act is called Insurance Fraud.

Your examples aren't comparing apples to apples because in the second example, there is no attempt at intentionally trying to trick or fool someone in order to obtain an advantage.

Quote programmes don't know who you are, so entering false information is not illegal anywhere in the world. the information is not recorded. There is no reason that checking the rates you would pay for a different car, if you were older, if you had a better driving record, or other changes would be illegal, or secret information.
Entering false information on an application is different.
