you dont want to go too cheap as you might not be getting the best cover. as far as i'm aware, if the DVLA are accepting of you having Epilepsy and have issued a provisional with no problems, then this isn't what is making your insurance mroe expensive.
its possibly due to your age, experience, and the type of car you are quoting for. also, you currently have no no claims discount which brings your premium down....when i first got insurance, it was £700 ish pounds. i have been driving 3 years, and now the premium is at £350! it does get cheaper in the end.

If you have a 1.0 litre car between 5 and 10 years old, accept to pay a very high excess, have a a job, have a full time job not considered risky, are not a student or unemployed, live in a low car crime area, do not use the car to go to work in, and park it off the road and preferably in a garage at night and it is fitted with a sophisticated alarm traccker you MIGHT get it down to £2000 to £2500.

An alternative if some of the things avbove are not going your way is to go for PAYG insurance like the one on here - http://www.coverbox.co.uk/ (not recommending them and there should be some others around too

I would try a local State Farm. That's who I went through when I first got my license at 18 (I also live in Cincinnati), and I was pleasantly surprised at how much cheaper it was than all the others. I am also a male, was driving a red sports car at that time, and did not go through a driver's education course. Generally speaking, those are three big factors for young drivers, but they didn't seem to matter with them. Good luck!
