Going by this the AYGO would be best as the Group 1 is the lowest insurance Group and can give you 1400ccc engine options.
But you need to check what you can get in the trim level
Only problem is that the main driver must be the policy holder so when the Learner passes there test you say they will then be the main driver, so the policy must be in there name . To not do so is called fronting and can invalidate your insurance and leave both parties open to proceeqution.

and how many of the other remaining percentage include health care bills, even if they aren't the cause??

a universal health care plan should allieviate this problem, bringing heath care costs down, bringing health care insurance down for the individual and businesses that provide it as a benefit, and reduce losses to healthcare providers, benefitting everyone.

Its all about structuring things properly so they do not become burdens, or greater problems.
