Prudential has very small market share im most areas. They are known for rate swings, I would call your state's insurance commissioner (your tax dollars pay him or her) and ask that office for the top writers in the state and check with those. Generally they have more stable prices than writers who have a small share of the market.

An agents advice is usually part of what you get with car insurance, I wouldnt pass on it. Most companies with agents also have a way that you can pay online and all that.

You can cancel the old one if you wish and there will be a financial penalty to do so.
Your current insurer has no incentive to match the price of the cheaper one as they know they have you over a barrel - worth trying though as if you don't ask you won't get it.
