The answer to the title of your question is simple. Yes, the dealership can let you drive off without liability. Dealerships will need proof of insurance to get a deal funded from the bank and in that circumstance, the dealerships have insurance companies that will issue a binder that is just comp and collision. The reason for this is because the banks want insurance to protect the car. These binders though are generally only good for roughly 10 days. Thats the bad news, Now I have been in the car business for over 25 years, and here in Los Angeles, where premiums are some of the highest in the country, I have never heard of car insurance being that high even if the customer was young, but with a dui or 2 maybe. I have insurance people that write with companies like state farm that could get you full coverage here for about 120 a month. You need to deal with agents directly and not brokers. Most companies like geico and AIS and others like that are not insurance companies themselves, but are just insurance brokers. Unfortunatly for you, there is no legal action that you can take you are just stuck.
