Workers compensation premiums vary by state but the rates will not be unreasonable for your type of business. Final premium will be based on your total payroll so you want to be sure to include that cost when you are calculating proposals for jobs. Check with the agent that will be writing your general liability insurance he/she will be able to give you a rate per hundred of payroll.

Unlike workers compensation there is no legal obligation to provide health insurance for your employees.

If an employee does not work the minium hours required to qualify for health insurance the employer may discontinue the health insurance. However if the employer qualifies for COBRA (federal with 20 or more EEs) or State COBRA he must offer that to the EE.

I don't know of any company that will insure you and give you monthly payments The cleaning companies I HAVE quoted, for a new business, it's going to run around $1500, up front, for a year, without workers comp. That's just liability coverage.

You need to talk this over with a local, independent agent - I doubt the direct writers (Allstate, Nationwide, Farmers, State Farm) will give you coverage on a new business.
