I think an immediate reward will get you more quotes; i.e. a free gift for coming in for a quote. However, a calculator doesn't really seem like a good draw.

Could you combine the ideas? Maybe go to a local restuarant (perhaps one you have a customer) and try to work out a deal with them. You give them a 15% discount on their insurance and they comp you some $10 gift cards to their restaurant to give as quote incentives. This would work best if you have a chain restaurant as they will be more likely to have the means to donate to your promotion. If they won't give you the $10 cards maybe suggest an discount on their insurance in exchange for being able to purchase the gift cards for $5 for a $10 card.

Just be creative. You will have to make sure the gift is something people will like.

People like stuff like:
Free ice cream
Grocery coupon
restaurant gift card
$10 gas card at the local station
etc
