In our catering business that we bought, the owner gave us the PAT certificate which listed all items checked, but there were no stickers on them. They can fall off as they are only small red dots.

Public liability is not a compulsory insurance in the UK and therefore finding out if a company holds the cover can be very difficult if they are not willing to volunteer the information. If the company has employees, then employers liability is a compulsory insurance and the company should display the certificate at their premises. It is normal for public liability to be combined under the same policy as the employers liability, so tracking down the employers liability certificate should reveal who the public liabilty insurers are.
