The first thing I'd do is call your agent to see if your own insurance policy covers you for damages incurred while driving rental cars. Don't have an agent? There are lots of them, in storefronts everywhere; a good one can be a good friend. In addition, a lot of credit cards, e.g., American Express, will cover you for collision damage on rental cars - so you can avoid the CDW scam, but I'm not sure about liability. I always thought that liability coverage came with the rental contract. Do you have a car of your own, or do you just rent one when you need it? Lots of city dwellers do that.

Insurance laws vary from state to state. This might seem a little lame, but if you can't get a rental car in VA, you might be able to get one in MD.
