You may be able to get an event coverage. The minimum premium will probably be in the neighborhood of $500-750 for the one day. Why don't you get a general liability or BOP for a small business? Depending on what you do the premium may be the same minimum premium.
Call your insurance agent that handles your homeowners. If your business is based out of your home, many companies will want to insure both your home and business (not have it split between two companies - so in the case of a claim, there are not 2 companies that would have to fight out who would pay if there is a question whether the claim is business or home related or a combination of both).
You should always have business liability when you have a small business. If your business got sued, you have no business liability on your homeowners policy & you could lose everything. Also, if your business is in a separate structure from your house, the separate structure is excluded under the standard homeowners policy (even if you only store business items there or if you only use the structure for business one day per year) so if the structure ever burned down, you have no coverage.

If you cannot open your business without insurance, then weighing the costs you may consider taking an insurance for a longer period and then cancel. Many insurances have a thirty day cooling period which may or may not work in you favour. My suggestion would be to find a good broker.

Yes, Public Liability is the same as Third Party Liability. Just another way of expressing the same cover (in the same way that Car Insurance is the same as Motor Insurance).

Public liability covers you for third party injury or property damage and that is probably why some people refer to it as third party liability.

I think you should opt for one to be on a safer end. Since in your scenario, you are about to utilize the public asset.

So no one would allow you to move on w/o the insurance. As you are liable to bare any kind of damage in your existence.
