Different possible scenarios:

1. The other driver refuses to report it to his insurance and you have collision coverage. - contact your insurance and they should repair your vehicle as long as the damages are over your deductible. If it is over your deductible and they pay you they will then go after the driver for the money back and your deductible back.

2. The other driver refuses to report to his insurance and you don't have collision coverage. There's no point because you insurance won't be able to help you.

3. The other driver reports it to his insurance but says you hit him and its your fault. You'll want to report it to your insurance because they will defend you and if a judgement is against you (like he sues and the courts decide you were at fault) then they will pay his damages so you don't have to. Again if you have collision they can pay for yours like answer one and go after him.

4. The other driver reports it to his insurance and admits he was at fault. His insurance says yes we agree he's at fault we'll pay for your damage. Then there's no need to report it to your insurance.

The thing to consider is that your insurance policy contract requires you report the accident asap or they could possibly deny your coverage. Most companies will give you a little leeway but it may all depend on your company on how much timeyou have to report it. Personally if it was me, i would wait a couple days or try to reach the driver's insurance first and if I can't make contact or am getting bad responses from him or them I would report it. If they ask why You didn't report it until now say because you thought his insurance would pay. Just make sure you don't make repairs first so that your insurance company can inspect the vehicle if needed.

If you report a claim your insurance may or may not go up, it all depends on your company and maybe your track record as well.
