Well the first thing that you need is to secure legal counsel. Find out exactly want resources are available to you and how to use them. Also legal cousel can assist with the execution of the law in your case. Speaking with an attorney with experience in these areas can save you time and money, however in most cases it is not inexpensive. Notice I said in most cases I recently used a service that provided access to these specific resources and it was VERY affordable. I have put the link below. It is atleast worth investigating.

We Answered:

If the commercial lease agreement requires the tenant to show proof of liability insurance and no insurance documents exist then the tenant is in violation of the lease agreement.

The remedy is to send them a letter with a copy of the lease agreement highlighting the liablility insurance language and tell them they have x amount of time to obtain insurance or they have breached the lease agreement and face eviction.

The tenant signed a legal and binding contract.

You can contact a local assemblyman, state senator, congressman etc and try to get something started. I doubt anyone beyond the local level would do much more than thank you for your time but it's worth a try.

You could also start some type of grass roots group by creating a goal list and establishing who/how you approach the issue. Finally, you could see if there's a group already established and take part that way.
