I think that it's legal if you have lawyers and all the proper paperwork as this is the only thing adoption agencies do - they just have their own lawyers and they are familiar with the process so it might be quicker.

The thing that is crazy is that she is asking for money. From what I understand, if you go through an adoption agency you don't purchase the kid - you just cover legal expenses and fees. That's pretty ridiculous. It is her asking for money that makes it seem like she could care less about her son - like if she had him she would give him away for a cup of coffee. Pretty sad actually...
