there were some pretty good anti-drug PSAs back in the day. i remember in the late 90s there was one where a boy was smoking cigaretts, and he went to wash his face and when he looked up into the mirror the skin around his lips and mouth began to fall off. it was disgusting, and possibly my favorite. you can actually look up PSAs and there are probably some on YouTube

My answer is not legal advice or should be construed as such. With that said, I work primarily in commercial construction litigation in Texas. I am ignorant to California law, but I can tell you that most lien situations are fairly identical.

First thing I noticed. Joint Bank Account. This automatically makes you a fair party in litigation. Often states have laws regarding "trust fund violations" and they will hold all names on a joint bank account liable.

Second thing, under no circumstances would this be defamation or a wrongful lien. Keywords. JOINT BANK ACCOUNT. When you have a joint bank account, they care not about who's money is who's. I am assuming you mean that a lien was placed on the joint bank account. That is how I am interpreting this. If a lien was placed on your personal account, then you might have some room to argue. However, if your son's name is tied to your account that has been frozen, you have no recourse. It is considered JOINT; therefore making those funds subject to your son's assets.

Your Notice of Intent to File Suit would be worthless in this situation. You need an attorney that specializes in bank liens, although he will not be able to do much since it is a JOINT account. The fact that your son is the only name on the lease in question has nothing to do with this financial assets.

As for Notice...Since it is a JOINT account, you are both considered "registered agents" in perfecting service. If your son was notified, it is considered that you were also notified. They do not have to notify both of you.

If a major floor hits the result will be economic turmoil if the people don't have insurance. As you point out, the problem with the program is it encourages rebuilding in flood prone regions. I think they should refuse to cover people who won't relocate after the first disaster.
