My gut feeling would be , no, you could not do this without medical backup in case something went wrong (you also need a medical license to buy needles & syringes). You also need a bio-hazardous waste permit (which the building may not allow) as well as accounts with the labs and a facility to allow pickup.

Ask your agent to put this out for quotes, specificly asking them to find a company that WILL cover the pilings.

It's highly possible that NO INSURANCE COMPANY will cover the pilings. That wouldn't be the fault of your agent!~

Now, if you call a few agents, and get a quote or two from a company that WILL cover the pilings, that's a whole different story - then it's time to fire your agent.
