Depends a lot on how you’re going to operate, are you just going to hire the kit out for people to use at parties etc or set it up on the beach and charge people to have a go. The insurance liability will be massively different between the two.

Best bet is to contact a UK broker, a decent one will be able to arrange cover for you anywhere in the EU, which obviously includes Spain. Either through a UK company, or a Spanish one, or a German one if you feel like really complicating things!

One you could try, no recommendation…. I just know they specialise in slightly out of the ordinary stuff is Hiscox… they even have an office in Spain which would obviously be useful.

You need a lawyer familiar with the law in your jurisdiction (location). Any answer without knowing where you are is just guessing.

But having said that, most governmental entities in the U.S. have immunity from civil suit except in very special circumstances. Are you already certain that you can bring your cause of action?
